Holiday layaway changes Published Nov. 27, 2012 28th Bomb Wing Public Affairs ELLSWORTH AIR FORCE BASE, S.D. -- The base Exchange now offers fee-free holiday layaway, extended toy layaway and electronic device layaway. The Exchange will continue to collect an initial $3 processing fee for new layaways, but will return that amount to customers upon final payment and item pickup via an Exchange gift card. Desktop and laptop computers, tablets and other electronic devices may be placed on layaway through Dec. 16. Toy layaway will be extended through Dec. 23.
