PANJSHIR PROVINCE, Afghanistan - Capt. Kenneth McGinnis (right), Provicial Reconstruction Team project engineer, and Tech. Sgt. David Saugstad (left), structural engineer, speak to local Afghan contractors about the construction of a micro-hydro system here May 28. The system will provide energy to a local Afghan village. The Panjshir PRT's primary mission is to help reconstruct Afghanistan and build U.S. and Afghan relations.
