ELLSWORTH AIR FORCE BASE, S.D. -- The 28th Medical Group joined forces with the Rapid City Fire Department for a mass casualty exercise in Rapid City, S.D., Aug. 19, 2026.
The exercise was the first joint training between Ellsworth and the Rapid City Fire Department, an initial step under a newly established training affiliation that will eventually enable enlisted medics to respond to 911 calls within the city.
The idea for the exercise came from a 28 MDG Airman, who participated in the RCFD emergency medical technician course as a student and wanted to create an avenue for emergency medical technician students to train alongside Airmen from the 28 MDG.
“We wanted to give them [EMT students] insight into how we operate and build upon the relationship between Ellsworth and RCFD,” said Ramirez. “That way we can continue to train and work together in the future.”
The exercise simulated a scenario where patient demand exceeds a medical unit’s capabilities, testing response time and quality of treatment while pushing participants to develop techniques and use resources efficiently. Airmen from the 28 MDG served as evaluators, while Airmen from the 28th Bomb Wing volunteered to serve as simulated victims, supporting the realistic training environment.
For RCFD Captain Jason Reitz, Emergency Medical Services training specialist and program director, the training’s value goes beyond a single training exercise.
“Each agency brings unique experience and expertise to the training environment. By sharing those experiences, we strengthen the capabilities of both organizations and create a more coordinated approach to emergency response. Ultimately, this training builds the trust, communication, and interoperability necessary for Ellsworth Air Force Base and Rapid City to operate as one team when our community needs us most.”
