PANJSHIR PROVINCE, Afghanistan - Capt. Kenneth McGinnis (right), Provicial Reconstruction Team project engineer, and Tech. Sgt. The Panjshir PRT's primary mission is to help reconstruct Afghanistan and build U.S. and Afghan relations.
