The Exit Strategy Report is final and the base has received concurrence from the Air Force Center for Engineering and the Environment to move forward on the limited non-potable beneficial use of groundwater for off-base residents, such as for landscape and garden irrigation. The Air Force, Environmental Protection Agency, and South Dakota Department of Environment and Natural Resources (SDDENR) final approval document (Explanation of Significant Differences) was signed in April 2011. The base started modifying Memorandums of Agreement after this date. If interested in the limited non-potable beneficial use of groundwater for off-base residents (i.e., new or existing wells), please submit your request, with a site map showing the new or existing location, to the base environmental office at the following address:

In consideration for being allowed limited non-potable beneficial use of groundwater (existing wells or new wells) on your property, you must agree to comply with all local, state and federal laws, including Administrative Rules of South Dakota Articles 74:02 (Water Rights), 74:51 (Surface Water Quality), 74:52 (Surface Water Discharge Permits), and Chapter 74:54:02 (Ground Water Discharge Permits).
